When Saddam violated the surrender agreement he gave any UN security counsel nation the right to go in and depose him and anyone that took up arms against the US was no longer a civilian. Japan declared war on the US and we had the right to end it with what ever weapons we had. We even warned the Japanese government that we were about to bomb manufacturing facilities in Nagasaki and then warned them before we bombed manufacturing sights in Hiroshima.

Saddam Hussein agreed to the conditions of surrender in 1991 you fucking monkey. Part of those conditions was that he would not interfere with UN weapons inspectors. When he kicked them out of Iraq he violated the terms of surrender and at that point any UN security counsel nation was justified in deposing Saddam.
